Step 1 · Confirm you're in scope

What actually counts as SIL?

SIL is support for most or all of the day in a participant's home (new registration group 0138). The label on your invoices doesn't decide it — the delivery model does.

What is compliance actually costing you?

Before you price the fix, price the status quo. Model your portfolio against the 2026–27 price limits — roster margins by penalty band, room vacancy, sleepover economics, the head-lease rent gap, SCHADS wage rises — and the true annual cost of the compliance function the new standards demand. Most small operators find the compliance line is close to their entire net profit.

Step 5 · Train & evidence workforce

Experienced workers aren't the same as evidenced workers. Under the new standards, providers need to be able to evidence that workers are appropriately trained for their SIL roles, participant needs, risks and support tasks. SIL Workforce Training is online, self-paced, with a certificate on completion.

Step 7 · Engage AQA, apply & sustain

The application vs the audit

The application is the gateway. The audit evidence is the real work — and you’re expected to be compliant now, since 1 July 2026, not when the audit happens.

Application (the gateway)

  • Lodge with the NDIS Commission for group 0138
  • Existing providers may continue during transition if applied by 1 Oct
  • Commission issues a scope of audit
  • You then engage an Approved Quality Auditor (AQA)

Audit (after application)

  • Stage 1: AQA reviews documents & governance
  • Stage 2: on-site — systems in use, staff & participants consulted
  • Auditor submits a recommendation
  • Commission makes the final registration decision

Must do: engage an AQA early, lodge by 1 Oct 2026, complete the Stage 1 & 2 audit, and plan for continuous compliance. Questions providers ask us most

Do I have to register?
If you deliver SIL — support for most or all of the day in someone's home — then you’re likely required to be registered now, with the standards in force since 1 July 2026. Confirm your scope first (Step 1 helps).
I'm already registered — does this affect me?
Likely yes: you’re expected to comply with the SIL standards now — in force since 1 July 2026 — and be audited against them. Group 0115 delivering SIL may be updated to 0138 — check your pathway on the Reform Hub.
What are the key dates?
The standards are in force from 1 July 2026. Existing unregistered providers must apply by 1 October 2026 to keep delivering during transition.
What if I already have NDIS documents?
Start at Step 4. The SIL 0138 Documents Only pack ($1,000 + GST) adds the SIL-specific documentation layer on top of your existing Core systems — or the Light Membership ($347/month inc GST) adds the same documents plus training for up to 10 current workers and live group support. Providers remain responsible for reviewing whether their existing documents and systems are adequate.
How do the memberships work?
Monthly memberships (Full $497 / Light $347, inc GST) renew each month until cancelled — no lock-in contract. Cancellation stops your next renewal and access continues until the end of the current paid billing period. Annual memberships are paid upfront for 12 months and renew automatically at the applicable annual price unless cancelled. To cancel, email info@dsp.net.au or call 1300 848 363. Can I buy the documents online?
Yes. The SIL 0138 Documents Only pack and the Complete Documents Only pack are sold through our training portal, training.disabilitytraininggroup.com.au, as digital packs with downloadable editable Word & PDF resources.
Is the training accredited?
The training is professional development unless expressly stated otherwise. It is not a nationally accredited qualification unless expressly stated.
Does training completion prove worker competency?
No. Training completion supports theory and awareness but does not by itself prove workplace competency. Competency must be assessed by the provider against the participant's current support plan, risks, tasks, equipment and environment.
Can the training go into our own LMS?
Yes — through an Enterprise LMS / SCORM licence, with reporting on completion, score and pass / fail status. White label may be available for approved enterprise licences.
What is the Bily Operating Pathway?
A structured operating pathway with compliance gates, where front-end supports are delivered through a gated platform and registered provider structure. It is not a way to avoid registration, compliance or audit obligations, and the free readiness account is not operational approval.
Do you guarantee registration or audit approval?
No. We help you prepare and evidence your systems; the auditor and the NDIS Commission make the decision.
